How to build your People Strategy in 5 Steps

The five pillars of a people strategy that actually works.

Pillar one: Compliance and structure.

How do you make sure the foundations are right?

This is the foundation of your entire strategy.

Contracts that reflect UAE labour law. Policies that are clear, consistent and actually followed. Probation periods that are used properly. Termination processes that are handled correctly. End-of-service gratuity calculations that are accurate. If in doubt here, get help.

Pillar two: Attraction and hiring.

How do you find and bring in the right people?

This is about more than job ads and interview processes, though both of those matter and are worth getting right. It is about your employer brand: the reputation you have in the market as a place to work. The way you recruit, the way you communicate with candidates, the way you handle the people who do not get the job; all of it shapes how potential candidates see your company.|

Your hiring pillar should cover: where you find people, how you assess them, what your interview process looks and feels like, how you make offers, and how you onboard people once they arrive.

Pillar three: Performance and development.

How do you help people do their best work and grow?

This pillar is about the culture of feedback in your organisation. Ask yourself these questions: do people know what good looks like in their role? Are managers equipped to have honest, constructive conversations? Is there a genuine investment in people’s growth?

For UAE businesses specifically, this pillar needs to account for the diversity of the team. What does a performance conversation look like across twenty nationalities and three levels of hierarchy? How do you create a culture of honest feedback in an environment where speaking up to someone senior carries cultural weight?

Pillar four: Retention and culture.

How do you create a place where good people want to stay?

Your retention pillar should cover: compensation and benefits, flexibility, recognition, community and belonging, and the quality of the relationship between managers and their teams.

And underneath all of those: culture. The way things are actually done here. The behaviours that are rewarded and the ones that are not. The stories that get told. The moments that become defining — how someone was treated during a crisis, how a mistake was handled, what happened when someone raised a concern.

Culture is not a values statement on the wall. It is the accumulation of those moments. And your people strategy should be deliberate about creating the right ones.

Pillar five: Leadership and management capability.

How do you make sure the people leading your team are equipped to do it well?

Everything in your people strategy: the culture you are trying to build, the feedback you want to flow, the retention you are working towards,  is mediated by your managers.

Your people strategy should name this explicitly. What does great management look like here? How do we develop it? How do we assess it? How do we make sure that the people we put in leadership positions are equipped for the responsibility we are giving them?

Start with the most pressing problem

Not the whole strategy. Not all five pillars.

Pick the one thing that, if you fixed it, would make the biggest difference. Write down what you know about it. Write down what you want it to look like. Write down three things you could do in the next ninety days that would move it in the right direction.
